Pending Legislation

The pending legislation section of the Reporter contains revenue Bills introduced in Parliament, and provides the following information:

Malaysian GAAP

Mr Cheah Foo Seong
Cheah Foo Seong started his career in a public accounting firm before his appointment as a
Director of 18 years in a management service firm providing corporate secretarial and business
advisory services to small to medium corporations.

A Chartered Secretary and fellow member of The Malaysian Association Institute of Chartered
Secretaries and Administrators ("MAICSA"), he joined the MAICSA in 1995 as the Technical
Director and embark upon the establishment and development of MAICSA's Technical and
Research Department. In 1999, he was appointed Consultant and has since played the role as the
Technical Advisor to the Council and the Technical and Research Department of MAICSA.

During the course of his engagement with the MAICSA, he has actively represented the association at the Company Law Forum organised by the Registrar of Companies. The Forum serves as a platform for professional bodies to discuss issues pertaining to the practices and development of the company law in Malaysia. Members to the Forum includes the MAICSA, the Bar Council, the Malaysian Institute of Accountants, the Malaysia Certified Public Accountants, the Institute of Directors, and the Federation of Public Listed Companies Bhd.

Besides having been a member of the Working Group to the Finance Committee on the Report on
Corporate Governance, he is an active presenter and a speaker on issues relating to directors' duties and responsibilities, and corporate compliance and practices for both the Continuing Professional Development programmes organised by the Australian Society of Certified Practising Accountants ("ASCPA"), and the MAICSA's professional development programmes and the in-house training for directors of listed companies.

A holder of Master in Business Administration from the Henley Management College (in association with the Brunel University) and of Master in Laws (International Business) from Staffordshire University, he is the author of two published works "Members Voluntary Winding Up" and "Disclosures Under Securities Industry Act 1983". He has also penned many articles and commentaries on corporate governance issues, management and regulatory matters over the years,
which have been compiled and published by The Star jointly with the MAICSA in the booklet titled "Corporate Governance and Management".

He is also a part-time lecturer with the Malaysian University Technology MARA and the Multimedia University (University Telekom).
